The complaint, filed against the state Department of Correction by Disability Rights Connecticut, says those measures amount to physical and psychological abuse. “This inhuman treatment of persons with mental illness is physically painful, intentionally humiliating, and causes long term psychological damage,” the lawsuit reads.
